What is Gaming or Gambling?

Under the Philippine Amusement and Gaming Corporation (PAGCOR) Responsible Gaming Code of Practice, “gaming” or “gambling” refers to any activity involving wagering, odds, and the chance to win a prize.

Gaming is meant to be a form of leisure and entertainment—not a means to make money or escape problems.

Age Restrictions and Legal Prohibitions

In compliance with Presidential Decree No. 1869 (PAGCOR Charter), as amended by Republic Act No. 9487, and Malacañang Memorandum Circular No. 6, Series of 2016, the following individuals are strictly prohibited from entering, staying, or participating in any gaming activity or platform, including Juan Bingo:

  1. Government officials and employees directly connected with the operation of the government or any of its agencies;
  2. Members of the Armed Forces of the Philippines (AFP) or the Philippine National Police (PNP);
  3. Persons below twenty-one (21) years of age or students of any school, college, or university in the Philippines;
  4. Individuals listed in the National Database of Restricted Persons (NDRP); and
  5. Gaming Employment License (GEL) holders.

Juan Bingo strictly enforces these restrictions in compliance with PAGCOR regulations. Players found in violation will have their accounts suspended or terminated immediately.

When Does Gaming Stop Being Fun?

For most people, gaming is simply entertainment. But occasionally, it can start to negatively affect your finances, mood, or relationships—often without realizing it.

This behavior is known as “problem gambling.” It refers to the urge to continue gambling despite its harmful effects or the inability to stop even when you want to.

Common Warning Signs of Problem Gambling:

  • Spending or betting more money than planned
  • Gambling for longer periods than intended
  • Trying to win back previous losses (“chasing defeats”)
  • Accumulating debts or unpaid bills due to gambling
  • Constantly thinking or talking about gambling
  • Borrowing, stealing, or selling possessions to fund gambling
  • Strained relationships with family or friends
  • Feelings of hopelessness, guilt, or depression related to gambling
  • Neglecting work, family, or personal responsibilities

Problem gambling can affect every part of life—emotionally, financially, and socially. It can lead to isolation, stress, and a breakdown of trust in relationships. Recognizing the early signs is the first step toward taking back control.

How to Take Control: PAGCOR Exclusion Programs

If you feel that gaming is becoming unmanageable, PAGCOR offers two (2) Responsible Gaming Exclusion Programs designed to help you or your loved ones take a break and regain control.

1. Self-Exclusion Program

If you believe you are developing a gambling problem, you may voluntarily request to exclude yourself from all licensed gaming establishments and online platforms.

You may choose an exclusion period of:

  • 6 months
  • 1 year
  • Up to 5 years

2. Family Exclusion Program

Immediate family members of a player (spouse, parent, child, or sibling) may apply to exclude that person if gambling has caused harm to the family.

You may request an exclusion period of:

  • 6 months
  • 1 year
  • 3 years
